Definition
The basic level a person’s care and support needs must reach before their local council has a legal duty to meet them.
The Care and Support (Eligibility Criteria) Regulations 2015 set the national minimum eligibility threshold for meeting people’s care and support needs and carers’ support needs. It was introduced to make decision making about eligibility clearer, and the same across different areas.
The threshold is based on identifying how a person’s needs affect their ability to achieve relevant outcomes, and how this impacts on their wellbeing. All councils must comply with the national threshold.
