This report has been developed to encourage and support more local authorities to develop an Individual Service Fund offer.
It draws upon an independent research project commissioned by Surrey County Council, which built upon the learning from six other local authorities who were already delivering ISFs in their area.
The report outlines what a high-quality, values-driven ISF offer looks like, and provide practical recommendations for local authorities looking to implement such an offer.
