“Are most personal budget support plans in your area drawn up largely by council care managers? If so, this could be seriously disempowering service users, bureaucratising the personal budgets process and adding unnecessary costs to the council, according to a report today from personalisation consultancy Groundswell…”

Groundswell Partnership said,
“A new paper has set out that with the right approach, making support planning a universal service can improve people’s choice and control increase the quality of plans and save money at the same time. This paper further develops ideas initially set out in Rethinking Support Planning published in October last year by the Think Local Act Personal Partnership and explores how to develop support planning as a universal service which builds on people’s own skills and assets to drive the process.

The paper looks at the learning from a number of early adopters including councils, social enterprises and user led organisations who have made steps to implement a people led approach to support planning and considers what we can learn about how to put the model into practice and what the emerging evidence is for potential savings.

The findings reflect proposals jointly issued last week by four organisations – In Control, Shared Lives Plus, Community Catalysts and Inclusive Neighbourhoods that called for reform the front end of the social care and make support planning a universal right.”
