Think Local Act Personal (TLAP) is proud to facilitate the new Time to Act Reform Board, a group of social care leaders committed to taking action towards a shared Social Care Future vision.

What is the Time to Act Reform Board?
The Board brings together the leadership of social care and health organisations with people who draw on care and support, to coordinate and affect change today, and shape reform of the future.
Members include leaders from TLAP, the National Co-production Advisory Group, Social Care Future, Association of Directors of Adult Social Services, Skills for Care, Partners in Care and Health, the Care Quality Commission, the Social Care Institute for Excellence, the Local Government Association, the Care Provider Alliance, and the Care and Support Alliance.
What is the vision?
The Board’s vision is simple yet powerful.
Living in the place we call home, with the people and things we love, in communities where we look out for each other, doing the things that matter to us.
This vision aligns with our own commitment to person-centred care, ensuring that people are in control and supported to live their life their way.
Together, we use Making It Real I and We statements and ADASS’s Time to Act Roadmap to bring this vision into focus and guide the practical actions and influencing work of the board.
What are the key areas for action?
The Board identified ten areas for action to move towards social care that supports the vision.
- Reimagine care and support with people who draw on it
- Improve assessment and care planning to put people in the lead
- Community capacity for wellbeing and prevention
- More people live at home or in a place they call home
- Better support for carers
- Join up care and support for fulfilled lives
- More accessible and affordable care for everyone
- Diverse and sustainable providers, focused on outcomes
- Harness the potential of digital technology
- Redesign and reward the workforce
How have we been making change happen so far?
The Time to Act Reform Board has already made progress in key areas of social care reform. Some of the work already underway includes:
- TLAP, ADASS, LGA, SCIE and SCF are working with Frameworks UK to build on previous work on framing for social care that will help attract public and political support for reforms.
- We recently issued a joint briefing that explores how earlier action and support can improve outcomes for people and save money.
- We are working with the Care Quality Commission to make sure its new inspection framework drives progress in co-production.
- Board members from ADASS are actively contributing to the development of integrated neighbourhood teams that connect care, health, and community services.
- Social Care Future is working with partners to understand how the ‘plumbing and wiring’ of social care (financial, legal, reporting frameworks etc.) may be a barrier to reform.
What’s next?
The collective effort of leaders across adult social care is creating a clear path towards more person-centred care and support. By continuing its efforts, the Board is working towards a future where we can all live in the place we call home, with the people and things we love, in communities where we look out for each other, doing the things that matter to us.
