Definition
A range of things set out in the Eligibility Regulations that local councils must consider when working out whether a person is eligible for care and support.
The specified outcomes are:
a) managing and maintaining nutrition
b) maintaining personal hygiene
c) managing toilet needs
d) being appropriately clothed
e) maintaining a habitable home environment
f) being able to make use of the home safely
g) developing and maintaining family or other personal relationships
h) accessing and engaging in work, training, education or volunteering
i) making use of necessary facilities or services in the local community including public transport and recreational facilities or services
j) carrying out any caring responsibilities the adult has for a child
Local councils must consider whether the person is unable to achieve 2 or more of these outcomes when making the eligibility determination.
‘Being unable’ does not just mean the person can’t do these things without help. It also means the person can do these things, but doing so causes them a lot of pain, distress or anxiety, it’s dangerous, or it takes a lot longer than would normally be expected.
