When people find it very difficult to be fully involved in conversations and decisions. This might be because it is hard for them to understand, remember or use information they are given, or to communicate their views, wishes or feelings.
Under the Care Act 2014, councils have a duty to involve independent advocates to support people who would otherwise have substantial difficulty in being fully involved in conversations and decisions, and where there is no one else appropriate to advocate for the person.
