South East Market & Commissioning Work Programme

The South East region is delivering a wide ranging and ambitious Commissioning and Market Development Programme. The work forms a core work stream in the JIP Programme and is being delivered with support from Improvement & Efficiency South East (IESE) and through the ADASS Market & Commissioning Committee.

The core aspects of the programme are:

  • Developing a good practice methodology for the region on the development of JSNAs
  • A mapping exercise and development of a template for transitional commissioning arrangements
  • Development of a market intelligence methodology for the region
  • Review of methods and opportunities for market shaping including support to micro providers
  • Development of a regional quality assurance methodology
  • A collective and regional approach to third sector development in partnership with core umbrella bodies representing third sector organisations

South East Market & Commissioning Symposium - 6 October 2009

A symposium was held in early October to share good practice and progress among many of the regional Local Authorities into Commissioning practices. The day was supported and facilitated by IPC - the Institute of Public Care. Presentations on approaches included:

  • Medway Council's commissioning focus on carers including a 24 hour support line for carers
  • East Sussex County Council's approach to strengthening Provider Engagement and the use of a provider survey using SNAP survey software
  • Brighton & Hove City Council's approach to fairer contracting arrangements and the building of relationships with providers
  • Oxfordshire County Council's approach to brokerage development as a core element of their commissioning strategy
  • Wokingham Borough Council's approach to supporting micro enterprises including the use of start up grants
  • Hampshire County Council's experience and Market Segmentation Model
  • West Sussex County Council's approach to outcome based domicilliary care commissioning
